Under Article III. Sec. 3.01 (a) the charter states, “A mayor shall be elected by the qualified voters of the entire city and shall be the presiding officer of the city council and shall be recognized for ceremonial purposes and by the governor for purpose of military law. In the event of a tie vote, the mayor shall be entitled to vote on any matter under consideration by the city council.”
By contrast, Sec. 3.07 Powers of the city council, the charter states, “All powers of the city and the determination of all matters of policy shall be vested in the city council.”
So the mayor, in the absence of martial law, is a figurehead for the City of Jasper for ceremonial purposes, presiding officer during council meetings and has a vote only in the event of a tie.

So Mayor Anderson Land of Jasper, Texas asking for $1,000 a month for photo ops is a little steep in this economy!
